Flexible Learning Program
Beginning in the 2012-2013 school year, Georgia’s approved ESEA Flexibility Waiver allowed local education agencies (LEAs) to replace the tutorial services that were conducted by Supplemental Educational Service (SES) providers under the Elementary and Secondary Education Act of 1965 (ESEA) with a state-designed Flexible Learning Program (FLP) for students attending Title I schools that have been designated as a Priority School or a Focus School. This waiver allows Clayton County School System greater flexibility in designing a flexible learning program tailored to the needs of each Focus and Priority school.

The Flexible Learning Program (FLP) is an alternative supplemental academic intervention that allows for additional academic support. FLP will be tailored to the needs of the academically at-risk students in a school in order to provide assistance for students to achieve proficiency in relation to the state academic content standards. Flexible Learning Programs are not repetitive in the teaching strategies that are utilized with the students during regular instructional/classroom time. FLP students will receive services twice a week or on Saturday. Transportation will be provided for all FLP students.   

During the 2016 - 2017 school year, Clayton County Public Schools Focus and Priority Schools will implement the Flexible Learning Program (FLP) in the following schools:

Focus Schools:

A Title I participating school that  has the largest within-school gaps between the highest-achieving subgroup or subgroups and the lowest-achieving subgroup or subgroups or at the high school level, has the largest within-school gaps in graduation rates or a graduation rate less than 60 percent over two years and is not identified as a Priority School.

                                                                      
Priority School:
A Title I participating high school with a graduation rate less than 60 percent over two years, or a Title I school in the state based on the lowest achievement of “all students” group in terms of proficiency on the statewide assessments and has demonstrated a lack of progress on those assessments over three years in the “all students” group.  ‚Äč
