Student Services Student Transfers

The following schools are not accepting student transfers for the 2016-2017 school year based on their capacity:

Once you receive a student identification number from the school, you will need to wait 24 hours to complete a student transfer application.

There are several types of Student Transfers available for your consideration. Please take the time to review each section to determine which request(s) meet your needs. Criteria for each transfer request are different and may have different closing dates.

You will need to know your student's Clayton County Public School's identification number before applying. This will require you to enroll your student in the school he/she is zoned to attend unless he/she is already enrolled. After that, you may only apply one time for each student, so please make sure you have chosen all appropriate transfer types and have completed all fields required before submitting your request. Once submitted, you will no longer have access to change or add any information. Only one student transfer approval will be granted per school year.

You will receive a confirmation number for reference purposes only. This number does not in any way indicate a decision of approval or denial. For your convenience, we have provided a list of locations the school system will make computers and scanners available to the community to assist with this application process.

**If you received a student transfer letter that allows your child to stay at the school until the highest grade at the school and you enrolled your child during the valid time period, then do not apply again. Your application will not be processed.**

NOTE: Transportation is not provided for the following transfers: Hardship, Employee, House Bill 251 (HB 251) and Special Needs Scholarship (SB 10).

Please ensure that the schools are ranked in the box on the Student Transfer application. Student Services will receive the schools listed as you have ranked them.

APPLICATION DATES: March 21, 2016 to May 19, 2016

House Bill 251 allows parents to request a school for their child to attend, provided there is space available.

Approval and denial letters will be mailed before July 1, 2016 in accordance with state law.

Senate Bill 10 (The Georgia Special Needs Scholarship) provides eligible special education students with school choice opportunities. This program is a parental choice program for Georgia Public School special needs students served under an Individualized Education Plan (IEP).

To receive a decision regarding a Hardship Transfer Request(s) prior to the beginning of next school year, your application must be submitted no later than 6/9/2015. Otherwise, your student should begin school at their zoned attendance area school or the school they are currently enrolled at while you await a decision. All applications received after the date noted above will be processed within a scheduled timeframe.

Documents to support the hardship transfer must be uploaded to the student transfer application.

Only one student transfer approval will be granted per school year.

Employee Student Assignment

Children of full time Clayton County Public Schools employees will be allowed to attend Clayton County Schools regardless of their residence location under certain conditions.

1. Students of Employees may apply for a transfer to any school in the District; however this transfer is limited by capacity, program availability, and behavior.

2. The employee is limited to one school selection at each elementary, middle and high school level unless there is a change in employment location.

3. If the student is in high school, the student's performance eligibility status under GHSA may be impacted. It is the parents' responsibility to determine, in consultation with school staff and GHSA, whether a student will be eligible for performance or school athletics.

4. If an employee has a change in job assignment, the employee may request a change in schools for his/her student at the time of employment or at the time when the job assignment changes.

5. If an employee retires from the District, is terminated, subject to a Reduction in Force, or resigns, the student may complete the current school year at the current school. Subsequent to that school year, all transfers will be governed by policy JBCD (Transfers and Withdrawals).

6. An eligible employee's student may return at any time to the school in the attendance zone in which he/she is a resident.

7. With the exception of students who attend school where their parents or guardians are full-time teachers, professionals, or other employees, acceptable behavior, attendance, passing grades and a cooperative/productive relationship between home and school must be maintained in order for transfers to remain valid. Transfers may be denied or revoked if these conditions are not met.

8. Employees do not receive preferential treatment in the lottery process for student assignment or in programs where students must apply to be accepted. Examples include, but are not limited to, Elite Scholars, Pre-K, and magnet programs.


To apply under the EMPLOYEE request type, complete the employee ID field and check the box indicating you are a full time employee. Substitute teachers and part-time employees of Clayton County Public Schools are not eligible for the employee student transfer.

A student transfer cannot be completed without a student number. If you are an employee whose child does not have a student number, please enroll your child at your zoned attendance area school if you live in Clayton County. If you are an employee who lives out-of-county, please contact Dr. Mandy Condit or Shauna Daugherty in Student Services at 770-473-2700.

Only one student transfer approval will be granted per school year unless an employee has a change in job assignment, the employee may request a change in schools for his/her student at the time of employment or at the time when the job assignment changes.
