FUEL CONSERVATION PLAN

Rationale for developing the Fuel Conservation Plan:

We have not had a fuel shortage to this point; we have had a fuel delivery problem. Fuel deliveries have NOT been guaranteed. We have had a contract with a supplier that did not have enough drivers to deliver the fuel to us; therefore, we were told they could not guarantee that fuel would be delivered to us in time to keep our fleet running. We had to contact other delivery companies, Governor’s Office, and every other contact available before we finally got confirmation on delivery of 15,200 gallons of fuel; enough to keep our fleet running for three more days. Every two days we are faced with going through the order process and possibly NO fuel. We use approximately 5,000 gal./day and we receive a 7,600 gallon delivery every other day. We have a storage capacity of only 18,000 gallons.

We have found a new supplier as of the week of September 19, 2005 and believe this supplier can deliver a supply of fuel to us without interruption or delay. So far they have delivered as promised.

However, if there is no fuel to deliver and there is truly a fuel shortage, we must be ready to act within a day’s notice to conserve our supply of fuel. The Fuel Conservation Plan listed below is an attempt to represent the level of restriction applied to bus use in an effort to conserve our fuel until re-supplied.

 

GREEN
REDUCTION IN NUMBER OF ATHLETIC TRIP BUSES.  Otherwise everything is allowed as in the normal school year. Due to the high cost and short supply of fuel, the number of Athletic Trip buses supplied to transport the participants listed on the request form for each event is reduced. Bus allotments for participating groups are described below.
1. Bands and Basketball Teams:
Band and Basketball Team buses will be allotted based on two students per seat or 40-48 students per bus to transport the number of students participating. Buses are NOT to be used as a separate vehicle to transport band instruments. Instruments transported on school buses must be held by the students or transported separately in trailers or trucks provided by the school or band booster clubs.
2. Cheerleaders:
Separate buses will not be provided for cheerleaders. Cheerleaders will ride with the band or teams to football and basketball games. Cheerleaders will be transported according to the principal’s decision regarding their assigned buses. The number of cheerleaders must be added to the number of participants for the transported group the cheerleaders will join.
3. Football Teams:
Buses will be allotted based on 25-35 football players per bus. This is dependent on age and relative size of players (Middle School or High School).
4. Non-Essential Events:
If a bus is provided when a team or group is competing in non-essential events not mandated by GHSA (tournaments, games, matches and etc. not part of the regular season schedule), the school must pay all expenses including fuel costs.

BLUE
All of the above plus CANCEL ALL ELECTIVE FIELD TRIPS & PROGRAM FIELD TRIPS THAT ARE ELECTIVE.  Elective Field Trips are NOT REQUIRED as part of a program or curriculum but are those scheduled by teachers to provide enriching experiences for curriculum enhancement. Elective Program Field Trips are ELECTIVE and NOT REQUIRED as a part of a program or curriculum to accomplish program goals. Program Coordinators must validate ALL Required Program Field Trips before transportation will be arranged. Educational Programs that have required trips are ROTC, Career and Technical Education, Special Education, and Fine Arts Programs. Other programs may also qualify.

YELLOW
All of the above plus, SUPPLEMENTAL ATHLETICS AND OTHER ATHLETIC EVENTS AS DETERMINED BY THE COUNTY ATHLETIC DIRECTOR.  Supplemental Athletics are matches, games, tournaments, meets or other events scheduled by individual schools to complete seasons or provide extra participation opportunities for participants. If school bus transportation is expected to be provided, the Athletic Events continuing to function MUST be approved by the Athletic Director before buses will be scheduled.

ORANGE
All of the above plus CANCEL ALL REQUIRED PROGRAM FIELD TRIPS and ALL EXTRA CURRICULAR ACTIVITIES requiring bus services.  ALL after school transportation will require special approval by an administrative review board before buses will be scheduled. Required Program Field Trips are trips required in the curriculum, program of studies, or contracts associated with special programs. Extra Curricular Activities includes athletic events, competitions, after school programs and other activities that require bus services.

RED
ONLY TRANSPORT STUDENTS TO AND FROM SCHOOL.  This is the most severe level which eliminates everything except buses transporting students to and from school each day. This level stops bus transportation for all after school programs.
