Dr. Horton has committed his services to developing urban schools and embracing achievement opportunities for the students through empowering the greater school community. Dr. Horton believes that the culture and success of schools manifest through the empowerment and accountability of students, parents, teachers, and the greater school community. Thus, he coined as his leadership anthem ”Accountability is messy work, but in the end, it keeps you clean...”

Critical data points during his journey included shifting the schools’ culture and climate to a safe and orderly culture, meeting 90%-100% of his school district’s instructional targets, meeting and sustaining Title I Distinguished School status for consecutive years, exceeding AYP (Adequate Yearly Progress) goals for the State of Georgia, increasing SAT score by over 75 points during a three year period (Awarded the Governor’s Cup) and increasing graduation rate by over 20% during a five (5) year span. The U.S. Department of Education and the Atlanta Public School System Leadership noted Dr. Horton as a “Turn-around Principal” for his leadership and work.

Dr. Horton remains committed to the work of teaching and learning. His passion for urban school success continues to be a critical area of focus as he maintains his efforts to support teachers, administrators, and school districts through his services.
