Ms. Ramona Bivins

Ramona Bivins is a seasoned public finance executive with more than 30 years of experience in governmental accounting, budgeting, finance, and executive leadership. She currently serves as Chief Financial Officer for Clayton County Public Schools, where she oversees the Division of Business Services.

Throughout her career, Ms. Bivins has held executive financial leadership positions with Clayton County, Douglas County, Atlanta Public Schools, the State of Georgia, and public school systems in Texas and Tennessee. She holds a Bachelor of Business Management from LeTourneau University and an MBA with a concentration in Public Administration from Keller Graduate School of Management. She has also completed doctoral-level coursework in Leadership and Learning in Organizations at Vanderbilt University.

Ms. Bivins has completed multiple professional certifications through the Carl Vinson Institute of Government at the University of Georgia, including the Local Government Level I Certification Program, Local Government Accounting Series Certification, and the inaugural Public Finance Leaders Academy. She is also a graduate of Leadership Clayton.

An active leader in the finance profession and her community, Ms. Bivins serves as Vice President of the Georgia Association of Public Pension Trustees (GAPPT) and serves on the Board of Women of Clayton County. She is committed to advancing public finance excellence through leadership, mentorship, and professional service.
