CCPS Performance Framework
CCPS Official accountability tool is the OCSC Comprehensive Performance Framework (OCSC-CPF), which assesses school performance in three critical areas:
- Academic Performance in terms of achievement and growth across a variety of measures that are directly compared to a weighted average of the traditional district schools that charter school students would otherwise attend. The Charter School Monitoring Handbook is designed to provide a structured framework for evaluating charter school performance, compliance, and operational effectiveness. The handbook outlines the district’s monitoring processes, expectations, evaluation criteria, and procedures used to ensure charter schools are meeting the terms of their charter agreement, state laws, district policies, and accountability standards.
The handbook supports continuous improvement by establishing clear guidance for ongoing oversight and performance monitoring throughout the charter term. It typically includes procedures for conducting annual desk reviews and annual site visits to assess academic performance, financial stability, governance practices, operational compliance, and overall school effectiveness.
The annual desk review process involves the examination of submitted reports, financial documents, academic data, governance records, and compliance evidence to evaluate the school’s performance and adherence to requirements. The annual site visit process provides the district with the opportunity to observe school operations, review practices onsite, engage with school leadership, and verify implementation of charter commitments.
The purpose of the monitoring handbook is to promote accountability, transparency, collaboration, and continuous improvement while helping charter schools identify strengths, address areas of concern, and support positive outcomes for students and stakeholders.
