In an effort to ensure fair, efficient, and competitive procurement of contractors, the Clayton County Public Schools' Construction Department practices primarily the Design-Bid-Build and CMAR delivery methods for large scale projects. All projects begin with the designation of an architectural firm to each project. These firms are chosen from the resulting selected group of A/E firms from the CCPS Professional Design Services RFQ.

During the DBB delivery method, all interested contractors must complete a mandatory prequalification process per project. The prequalification statement, available through our SPLOST Procurement department, will request the information about the interested contractor's experience and references. Once design is complete and approved by the Department of Education, the project will advertise for bid for four consecutive weeks. In order to provide a bid for consideration, the contractor must have submitted their prequalification statement by the due date and received approval of their prequalification statement from CCPS. All bids are opened and read publicly on the advertised bid date and time. The lowest hard bid will be awarded the project and presented for approval to the Clayton County Public Schools Board Members at the next scheduled Board Meeting.

During the CMAR delivery method, a previous selection pool of prequalified firms are provided the solicitations of projects under design by our SPLOST Procurement department. The solicitation will advertised for four consecutive weeks. Upon receipt of response from the interested firms, an evaluation committee will select the CM firm based on factors such as experience, fees, methodology and project approach. The chosen firm will be presented for approval to the Clayton County Public Schools Board Member at the next scheduled Board Meeting.
