At CCPS, health coverage is administered by the State Health Benefit Plan (SHBP). SHBP is a division of the Georgia Department of Community Health (DCH). It serves as the state’s administrator of health insurance coverage for state employees, teachers, public school employees, retirees, and former employees, and covered dependents.
SHBP offers eligible employees a range of health plan options and serves as the primary resource for plan details, coverage questions, and claims. The CCPS Benefits Unit can help you navigate enrollment and connect you with SHBP when you need assistance.
SHBP offers its active and pre-65 members a choice of seven (7) different plan options across three different vendors:

Medicare Advantage Plan Options:
SHBP also offers Medicare-eligible members four Medicare Advantage plan options (Standard and Premium) from two different vendors.

Understanding Your SHBP Health Plan Options
The main difference between an HRA, HMO, and HDHP is how you pay for care and which doctors you can use.
| Plan Type | What It Means For You |
| HRA (Health Reimbursement Arrangement) | SHBP provides credits that can help pay eligible health care costs. When you visit a doctor, you generally pay toward your deductible or a share of the cost instead of a set office visit copay. SHBP offers Anthem Gold, Silver, and Bronze HRA options. |
| HMO (Health Maintenance Organization) | You generally use doctors and facilities in the plan’s network. Many services have a set copay, making the cost of a visit easier to anticipate. SHBP offers Anthem, UnitedHealthcare, and Kaiser Permanente HMO options. |
| HDHP (High Deductible Health Plan) | You generally pay more for covered care before the plan begins sharing costs, apart from services the plan covers before the deductible. SHBP offers a UnitedHealthcare HDHP option. |

| A medical claim, payment, or appeal | Call the medical claims administrator at the number on the back of your insurance card. You may also call SHBP Member Services and select the option for your administrator. |
| Accessing the enrollment portal for the first time | Visit the SHBP Enrollment Portal, select Register Here, and enter registration code SHBP-GA. You’ll create a username and password before making your benefits selections. |
