The Dexter Mosley Act
The Dexter Mosley Act & Home Study Student Participation

The Dexter Mosley Act allows home study students in grades 6–12 to participate in extracurricular and interscholastic activities at their resident school, provided eligibility requirements are met. The Georgia General Assembly passed the Dexter Mosley Act (Senate Bill 42) in 2021. The law is codified in O.C.G.A. § 20-2-319.6.
Key provisions include:
- 30-day written parent notification to both the principal and superintendent prior to the start of the semester
- Annual academic progress verification, including instructor confirmation of passing grades and satisfactory progress
- Enrollment in at least one qualifying course per semester (on-site, dual credit, or Georgia Virtual) A “qualifying course” means an on-site class, an online course facilitated by Clayton County Public Schools, or a dual enrollment course.
- Adherence to all school policies, including code of conduct, attendance expectations, and tryout/selection procedures
- 12-month ineligibility period for students who withdraw from public school to home study before participation eligibility begins

Deadline to Apply
State law requires parents to provide a 30-day notice to the resident school before the semester in which the student intends to participate. Students must be enrolled to participate in any extracurricular activities, including try-outs, conditioning, or practices.

Returning Students
Students who are returning under the Dexter Mosley Act for another semester must contact the school's registrar and submit the following documentation.
- Extracurricular Choices
- Proof of Satisfactory Academic Progress
- Written statement by the home study program instructor that verifies the student is currently receiving a passing grade in each home study course, is maintaining satisfactory progress toward advancement and meets the requirements for participation in the specified activity
Steps to Complete by Enrolling Adult:
Step I: Gather Documents
- Declaration or Intent for Home School Participation
- Certificate of Birth
- Immunization Form 3231
- Certificate of Ear, Eye and Dental Examinations - Department of Human Resources Form 3300
- Proof of Residency
- A copy of the student's social security card or signed waiver
- A copy of the student’s most recent annual progress assessment report
- Written statement by the home study program instructor that verifies the student is currently receiving a passing grade in each home study course, is maintaining satisfactory progress toward advancement and meets the requirements for participation in the specified activity
