Student Transfer Process

Public School Choice Framework


School Board Policy JBCA

Clayton County Public Schools provides limited opportunities for Clayton County students to attend schools outside the attendance zone in which they live. These opportunities result from a student’s attendance at a magnet school, charter school, Employee assignment, Georgia Special Needs Scholarship, School Choice, or extreme Hardship. Transportation is not provided for any of the student transfers. Students must be enrolled in Clayton County Public Schools in order to complete a student transfer application.

Parents/guardians will be notified regarding the approval of school choice transfer requests by July 15 each year. (O.C.G.A. § 20-2-2131). School choice transfers do not apply to charter schools, magnet schools, Pre-K programs, or schools at or above capacity.

May 4 – June 8, 2018

Request for Kindergarten student transfers will occur

July 26 – August 10, 2018

Kindergarden Approvals will be mailed on August 14, 2018


Approval and denial letters will be mailed before July 1, 2018.

When the number of transfer requests exceeds the remaining available seats within each individual school site, that school is closed for the year. 

Schools that adhere to specific enrollment criteria, a lottery process for student assignment or programs where students must apply to be accepted are not included in this process.  Examples include, but are not limited to, Elite Scholars, Stillwell, Pre-K, and Magnet Programs.

There are several types of Student Transfers available for your consideration. Please take the time to review each section to determine which request(s) meet your needs. Criteria for each transfer request are different.

You will need to know your student's Clayton County Public School's identification number before applying. 

Once your application is submitted, you will no longer have access to change or add any information. You will receive a confirmation number for reference purposes only. This number does not in any way indicate a decision of approval or denial.

For your convenience, we have provided a list of locations the school system will make computers and scanners available to the community to assist with this application process.

    Only one student transfer approval will be granted per school year. The approved transfer must occur during the first week of school during the fall semester; the approval will expire 10 days after the beginning of fall semester.

    **If you previously received a student transfer letter that allows your child to stay at the school until the highest grade at the school and you enrolled your child during the valid time period, then do not apply again. Your application will not be processed. **

    HB251 Transfer Request

    The law itself has three distinct features:

  • A parent/guardian can elect to send a child to another public school in the same school district as long as there is classroom space available at the school after its assigned students have been enrolled;
  • If a parent elects to exercise this choice option, the parent assumes all costs associated with transporting the child to and from the selected school; and
  • A student who transfers to another school pursuant to this law may, at his or her election, continue to attend such school until the student completes all grades of the school. 

SB10 Transfer Request

Senate Bill 10 (The Georgia Special Needs Scholarship) provides eligible special education students with school choice opportunities. This program is a parental choice program for Georgia Public School special needs students served under an Individualized Education Plan (IEP).

Hardship Transfer Request


To receive a decision regarding a Hardship Transfer Request(s) prior to the beginning of next school year, your application must be submitted no later than 6/8/2018. Otherwise, your student should begin school at their zoned attendance area school or the school they are currently enrolled. Documents to support the hardship transfer must be uploaded to the student transfer application.
